Narrative:

While taxiing for take off helicopter passed over medium large transport so low (EST less than 100 ft altitude) as to buffet tail of aircraft from downward of rotor on elevators. 'I was on yellow line.' tower operator/supervisor did not seem concerned when discussing situation on phone after landing. She indicated 'I don't control those helicopters.' this was a civil large helo on a joint use field. Also I noticed our past two months helos making approaches less than 100 ft over ramp where jet transports are boarding and discharging passengers. What is the minimum altitude over taxiing or parked aircraft for helicopters? The FAA has no answer for me on that one.

Title: ACR FLT CREW COMPLAINT ABOUT A HELICOPTER PASSING LOW OVER HIS ACFT. HELICOPTER WAS APPARENTLY CONDUCTING AIR TAXI TO OR FROM TKOF AREA.

Narrative: WHILE TAXIING FOR TAKE OFF HELI PASSED OVER MLG SO LOW (EST LESS THAN 100 FT ALT) AS TO BUFFET TAIL OF ACFT FROM DOWNWARD OF ROTOR ON ELEVATORS. 'I WAS ON YELLOW LINE.' TWR OPERATOR/SUPERVISOR DID NOT SEEM CONCERNED WHEN DISCUSSING SITUATION ON PHONE AFTER LANDING. SHE INDICATED 'I DON'T CONTROL THOSE HELIS.' THIS WAS A CIVIL LARGE HELO ON A JOINT USE FIELD. ALSO I NOTICED OUR PAST TWO MONTHS HELOS MAKING APPROACHES LESS THAN 100 FT OVER RAMP WHERE JET TRANSPORTS ARE BOARDING AND DISCHARGING PASSENGERS. WHAT IS THE MINIMUM ALT OVER TAXIING OR PARKED ACFT FOR HELIS? THE FAA HAS NO ANSWER FOR ME ON THAT ONE.
