Narrative:

We received a late plane change. I was told this aircraft just came over from the hangar; where it had the #2 engine changed. This was its first flight. We were prepared for a flex takeoff and did all the necessary procedures; including loading the flex temp in the FMGC. When cleared for takeoff; I advanced the throttles to 1.05 EPR and both engines stabilized normally. Upon advancing the throttles to the flex detent; I read out man flex on the FMA. Simultaneously; I felt the aircraft pull right of centerline. Something felt wrong. I was correcting with left rudder when we got an ECAM. I aborted at approximately 60 KTS. I believe the ECAM was; 'engine - thr levers not set'. However; it disappeared when I pulled the throttles back to idle. It would not recall. We coordinated a return to the gate after working with maintenance. The #2 engine did not make takeoff thrust or was slow to spool up. The FMGC; throttle position and fmas were correct for a flex takeoff.

Title: On the first takeoff after an engine change the new engine on an A320 failed to accelerate to takeoff thrust; the takeoff was rejected and the aircraft returned to the gate for maintenance.
