Narrative:
Flight, 13 NM north of phl. Airport heading 110 degree at 8000' issued a right turn and descent to 6000' by phl approach. Second officer saw a light twin eastbound at 7500'. First officer stopped turn and pushed nose over missing twin by 300' (level). Twin was blanked from first officer by window post. Called phl approach after landing. They did not have the light twin until we called the near miss. Phl approach and this flight crew strongly recommend raising the TCA ceiling.

Narrative: FLT, 13 NM NORTH OF PHL. ARPT HDG 110 DEG AT 8000' ISSUED A R TURN AND DSCNT TO 6000' BY PHL APCH. S/O SAW A LIGHT TWIN EBND AT 7500'. F/O STOPPED TURN AND PUSHED NOSE OVER MISSING TWIN BY 300' (LEVEL). TWIN WAS BLANKED FROM F/O BY WINDOW POST. CALLED PHL APCH AFTER LNDG. THEY DID NOT HAVE THE LIGHT TWIN UNTIL WE CALLED THE NEAR MISS. PHL APCH AND THIS FLT CREW STRONGLY RECOMMEND RAISING THE TCA CEILING.
