Narrative:
Large transport X wbound off pit on mmj 274 instructed to climb to 14000' by pit departure control. Light transport Y off hlg airport being vectored behind large transport X to follow same flight path, climbed to 10000' to stay below large transport X. Large transport X switched to cle ARTCC and light transport Y was on departure control. ZOB stopped large transport X at 10000' west/O coordination and then called to say they did it. Aircraft were 6 mi apart and departure control turned light transport Y eastbound to make sure no deterioration in latitude sep occurred. Large transport X should have been climbing above light transport Y. Altitude on large transport X was observed at 10200' at one point. Cle ARTCC advised they had less than their 5 mi, but light transport Y aircraft was on pit departure control and was not observed closer than 3 mi.

Title: ARTCC RADAR CTLR DID NOT ADHERE TO LETTER OF AGREEMENT, STOPPED LGT CLIMB WHILE IN PIT APCH AIRSPACE AND HAD LESS THAN ARTCC RADAR SEPARATION. SYSTEM DEVIATION ERROR.
Narrative: LGT X WBOUND OFF PIT ON MMJ 274 INSTRUCTED TO CLB TO 14000' BY PIT DEP CTL. LTT Y OFF HLG ARPT BEING VECTORED BEHIND LGT X TO FOLLOW SAME FLT PATH, CLBED TO 10000' TO STAY BELOW LGT X. LGT X SWITCHED TO CLE ARTCC AND LTT Y WAS ON DEP CTL. ZOB STOPPED LGT X AT 10000' W/O COORD AND THEN CALLED TO SAY THEY DID IT. ACFT WERE 6 MI APART AND DEP CTL TURNED LTT Y EBND TO MAKE SURE NO DETERIORATION IN LAT SEP OCCURRED. LGT X SHOULD HAVE BEEN CLBING ABOVE LTT Y. ALT ON LGT X WAS OBSERVED AT 10200' AT ONE POINT. CLE ARTCC ADVISED THEY HAD LESS THAN THEIR 5 MI, BUT LTT Y ACFT WAS ON PIT DEP CTL AND WAS NOT OBSERVED CLOSER THAN 3 MI.
