Narrative:
While preparing to depart; first officer and I were reviewing the flight plan. There was a NOTAM stating that the west 300 meters of runway 9/27 were closed. The NOTAM listed the available runway length in meters and the ATIS stated that 10;000 feet were available for takeoff. While reviewing the tps/airport analysis section; we noticed that the runway 09 data showed 11;026 for the runway length. We looked for; but did not have a temporary airport analysis reflecting the NOTAM'd reduction in available runway. I sent an ACARS message to dispatch requesting a temporary airport analysis and received a reply stating 'use runway data for 9x in your tps.' the tps showed 'runway 09X' as data for takeoff from the first intersection east of runway 09 threshold. The airport diagram showed this intersection listed as 'exit 1' located approximately 2000 feet west of the runway 09 threshold. The tps showed the available runway from this intersection as being 9;000 feet (total charted runway length is 11;026- which does not reflect the closure listed in the NOTAM). I replied to the message from dispatch that this did not seem legal to use the intersection data in lieu of a temporary airport analysis. Dispatch then sent a message saying that the NOTAM had been in place for over a year 'and that is why we use 9X...how is this not legal?' at this point I went to operations and called dispatch on the phone. I also contacted the local ATC tower and asked how much runway was available for takeoff from the intersection marked as 'exit 1' (the intersection listed on the tps as 09X). Tower told me that with the closure; 8;000 feet was available from this intersection (the tps for 09X was for the original runway length from that intersection - 9;000 feet - and did not reflect the closure listed in the NOTAM). It took a great deal of effort; but I eventually convinced the dispatch supervisor that the takeoff data in the tps was incorrect and that a temporary airport analysis should have been issued. Apparently flights have been operating off that runway for a very long time with a reduction in available runway but no temporary airport analysis. We waited for nearly an hour and eventually received a temporary airport analysis reflecting the actual runway available before departing.
