Narrative:
I was on an IFR flight from concord to redding municipal. 60 mi out I tuned ATIS which was advising localizer back course approach runway 16. Approximately 30 mi out ZOA advised 'expect ILS runway 34 approach at redding.' I felt this was strange since ATIS advised oc back course approach runway 16. I continued inbound and set up for ILS runway 34 approach. I also called and confirmed once again that I would be making the ILS runway 34 at redding. ZOA advised 'affirmative.' I was cleared for the ILS runway 34 and broke out at about 1000'. I was not handed off to tower but advised to report cancelling IFR by ZOA which I did. I was then advised to squawk 1200 and use CTAF. Upon reporting my position, the tower at redding asked where I had come from. I explained that I was shooting the ILS runway 34. I landed and after discussing the incident with ground control learned that ZOA thought the tower opened at 7 am local time, but actually it opened at 6:30 am. My concern is that another plane could have been cleared for takeoff on runway 16 and met me head on as I broke out on the ILS runway 34.

MY CONCERN IS THAT ANOTHER PLANE COULD HAVE BEEN CLRED FOR TKOF ON RWY 16 AND MET ME HEAD ON AS I BROKE OUT ON THE ILS RWY 34.
