Narrative:
I was working north departure radar in RAPCON. MTR X was cleared for VOR runway 15 circle to runway 33 at mxf. Runway 33 was in use. MTR X was checked with mxf tower as stated above. MTR X's departure instructions were 'fly runway heading, maintain 2000.' the next thing I know MTR X came off runway 15, runway heading climbing to 20. I immediately told X to 'turn left immediately heading 090 degrees, climb and maintain 23.' this is a bad situation because dannelly field a civilian airport for montgomery sits about 5 mi ssw of maxwell AFB. Dannelly was on runway 27, and medium large transport air carrier Y was on about 4 mi final. Sep between air carrier Y and MTR X never got less than 4 mi but it could have. When MTR X was questioned about this, he stated maxwell tower would not let him circle. Maxwell tower made no attempted to coordinate this with us. Maxwell tower should know better then this because the standard departure instruction off runway 15 is 'turn right heading 300, maintain 20, make your turn within 2 DME of the maxwell tacon to avoid dannelly field.' in my opinion the training department needs to be reviewed at maxwell tower. They don't know what sep is. This was written by memory as I have not had the opportunity to listen to the tape.

I IMMEDIATELY TOLD X TO 'TURN LEFT IMMEDIATELY HDG 090 DEGS, CLB AND MAINTAIN 23.' THIS IS A BAD SITUATION BECAUSE DANNELLY FIELD A CIVILIAN ARPT FOR MONTGOMERY SITS ABOUT 5 MI SSW OF MAXWELL AFB.
