Narrative:
While level at 15;000 ft on vectors with pautuxent app on the hyper 3 near binns intersection; we experienced what I believe was severe wake turbulence. The aircraft rolled approximately 60 degrees to the left. We were [at] 250 KTS and it took full right aileron to roll wings level. The aircraft then rolled back to the left same amount two more times taking full right aileron to correct. I descended out of 15;000 ft and recovered the aircraft at 14;200. ATC was notified and the controller stated there were no aircraft within 20 miles. We had one passenger and he was not injured. I did not exceed 200 KTS the rest of the 20 minute flight and made a normal landing in iad. We had the aircraft fully inspected by our maintenance technicians who were flown to dulles to conduct the maintenance. The only damage to the aircraft was six bent vortex generators.

Title: An HS-125 Captain reported encountering severe wake turbulence on arrival to IAD at 15;000 FT which resulted in 60-degree rolls both directions and loss of altitude. ATC stated the nearest aircraft was 20 miles away.
