Narrative:

The captain started the left engine. Starter would not disengage. Completed checklist and starter disengage button worked. We notified the chief pilot on duty who told the captain it was a common occurrence and to disconnect and reconnect the battery to clear the problem. The captain complied and started the number one engine again. Starter again would not disengage. Checklist completed and again the acting chief pilot was notified who then asked the captain if he we would ferry the aircraft to a maintenance center. The captain asked me. I said no. Aircraft was then written up. All phone calls to maintenance and chief pilots need to be recorded. This type of pressure has to stop.

Title: After twice having the starter fail to disengage normally the flight crew of a CE-560XL refused a management request that they ferry the aircraft to a maintenance center.
