Narrative:
ZZZ1 has a remote clearance delivery frequency at ZZZ. The ground controller issued an IFR clearance to this aircraft to ZZZ from ZZZ1. He failed to coordinate a release from radar east. The aircraft departed and called on departure frequency. The aircraft's data block indicated he was VFR but the pilot clearly acted like he was on an IFR flight plan. It was confirmed with ground controller that the aircraft was indeed IFR.this was a local IFR flight. The pilot asked for and got a local IFR flight plan. The ground controller was a developmental and was unsure of how to issue the clearance and how to input it into stars and how to depict it on the strip. Developmentals should get more training on this and other aspects of the position before being trained on position. In other words; I think more classroom training should be done before developmentals train on the actual position. They should have a better understanding of things from the classroom part of training.

Narrative: ZZZ1 has a remote clearance delivery frequency at ZZZ. The Ground Controller issued an IFR clearance to this aircraft to ZZZ from ZZZ1. He failed to coordinate a release from Radar East.
