Narrative:
The airport was very busy. Crossing runways were being used. I was assigned runway 11; hold short of runway 16. On short final; I was asked to do a 360 for spacing. On resuming short final; the controllers were too busy to verify I was clear to land or recognize I was back on final. I was too close and low to safely go around due to the crossing runway; and I chose to land and hold short; as directed. It is not clear to me whether I had an authorized landing clearance; although the controllers did not complain. I believed landing was safer than going around at that instance.

Title: A pilot landing at HPN was told to do a 360 on short final to Runway 11. After the turn he was uncertain about landing clearance but landed as a precaution considering a go around over Runway 16 to be unsafe.
