Narrative:
Sfo weather was IFR. Nct advised us that they were utilizing staggered ILS approaches to runway 28L and 28R and would utilize visual separation to mitigate any IFR separation conflicts. Final approach course was cavu; but field was IFR. I am not aware of our facility being able to run staggered ILS approaches with 750 ft runway separation and visual to handle any in trail conflicts.this situation was a safe operation; but I am not aware of any rule in 7110.65 or LOA that approve this as a legal operation. Either make a local rule to approve this operation or do not do this. I thought you could not use visual separation on arrivals if the field weather was below basic and the aircraft were on ILS approaches.

Title: SFO Controller questioned NCT's use of visual separation between aircraft assigned staggered approaches when the official SFO weather was IFR. The reporter acknowledged that the weather on the final was VMC.
