Narrative:
I was with a student landing on 31L. We were cleared to land. This was my students second hour. I was landing the [tail dragger] plane from the back seat. After landing I was rolling out; the tower issued a hold short of 31R while I was rolling out. I was slowing the plane down and keeping it straight on the runway. I responded and the tower did not listen to the response and asked again. I was busy keeping the plane straight on the runway and asked the tower to stand by. Once it was safe I responded to the hold short request and held short. Once on ground; the controller said they wanted a response right away no matter what; that a response is more important than the safety of the flight. I am not sure how to handle this and it continues at this airport. It is getting unsafe to fly with students here. The instructor is busy landing the plane and keeping it safe. This is a training tower and we understand this as well. Any help would be great to resolve this. Other towers wait until the plane is off the runway to issue the hold short command. We offer rides to the controllers so they can see how it is in the plane and on landing; they will not take the ride. I also do not want to set a bad example for the students and have them damage an airplane or themselves.
