Narrative:
I took off from my home base. I was practicing touch and go's there. On runway 4 on my final full stop landing; the right gear collapsed and the aircraft skid on the runway. There was no propeller strike or damage to both wings. The damage was on the flap and under the right wing as scuff marks. The wind was calm and the ceiling was broken at 5;500 ft. My final approach airspeed was 85 KTS with the second notch of flaps. The landing gears were down and locked with three green lights in the cockpit lit. There was no structural damage to the airframe or engine/propeller.

Title: A PA28's right landing gear collapsed on landing even though the gear handle was down and three green down lock lights were on.
