Narrative:
Landing 31R jfk immediately after T/D a vehicle (us government maroon chevy?) crossed runway at taxiway delta (right to left) near maximum brake and reverse thrust applied. Vehicle cleared runway and sped off. Aircraft and vehicle never go within 1000'. Tower and ground control informed. Callback conversation with reporter revealed following information. Reporter states this was government vehicle with no flags and no antennas indicating any possible radio communication. Appears to be totally unauthorized runway crossing. Flight crew applied heavy braking and reverse as vehicle sped up to clear runway. Flight crew turned off behind vehicle to keep in sight and informed ground so they could track the vehicle. States there are far too many vehicles on txwys with no tower contact. Feels they become complacent about their movement in relation to aircraft.

Narrative: LNDG 31R JFK IMMEDIATELY AFTER T/D A VEHICLE (US GOV MAROON CHEVY?) CROSSED RWY AT TXWY DELTA (R TO L) NEAR MAX BRAKE AND REVERSE THRUST APPLIED. VEHICLE CLRED RWY AND SPED OFF. ACFT AND VEHICLE NEVER GO WITHIN 1000'. TWR AND GND CTL INFORMED. CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. RPTR STATES THIS WAS GOV VEHICLE WITH NO FLAGS AND NO ANTENNAS INDICATING ANY POSSIBLE RADIO COM. APPEARS TO BE TOTALLY UNAUTH RWY XING. FLC APPLIED HEAVY BRAKING AND REVERSE AS VEHICLE SPED UP TO CLR RWY. FLC TURNED OFF BEHIND VEHICLE TO KEEP IN SIGHT AND INFORMED GND SO THEY COULD TRACK THE VEHICLE. STATES THERE ARE FAR TOO MANY VEHICLES ON TXWYS WITH NO TWR CONTACT. FEELS THEY BECOME COMPLACENT ABOUT THEIR MOVEMENT IN RELATION TO ACFT.
