Narrative:
Our flight was cleared from FL240 to 9000' by ZLA. Passing 12800' we saw a white and black light twin at 11:30 position and approximately less than 1 NM. We immediately took evasive action by stopping the descent and turning away (to the right) from the traffic. I called center and reported the near miss and determined the aircraft was small transport Y squawking 7221, also talking to the center (frequency 119.05). The controller said something like, 'sorry I didn't call him sooner.' contributing factors: 1) no traffic call from ATC. 2) other aircraft blended into background of low scattered clouds, lightly snow covered ridge tops and brown hillsides. 3) low visibility profile of almost head on traffic. White paint with black trim hard to pick out. Both aircraft saw and were able to avoid collision by turning away from each other with correct direction of turn by both.

Title: NMAC BETWEEN LGT-ACR AND GA-TWIN. SEE AND AVOID SITUATION, BUT WITH ATC INVOLVEMENT.
Narrative: OUR FLT WAS CLRED FROM FL240 TO 9000' BY ZLA. PASSING 12800' WE SAW A WHITE AND BLACK LIGHT TWIN AT 11:30 POS AND APPROX LESS THAN 1 NM. WE IMMEDIATELY TOOK EVASIVE ACTION BY STOPPING THE DSCNT AND TURNING AWAY (TO THE RIGHT) FROM THE TFC. I CALLED CENTER AND RPTED THE NEAR MISS AND DETERMINED THE ACFT WAS SMT Y SQUAWKING 7221, ALSO TALKING TO THE CENTER (FREQ 119.05). THE CTLR SAID SOMETHING LIKE, 'SORRY I DIDN'T CALL HIM SOONER.' CONTRIBUTING FACTORS: 1) NO TFC CALL FROM ATC. 2) OTHER ACFT BLENDED INTO BACKGROUND OF LOW SCATTERED CLOUDS, LIGHTLY SNOW COVERED RIDGE TOPS AND BROWN HILLSIDES. 3) LOW VIS PROFILE OF ALMOST HEAD ON TFC.
