Narrative:

Departing runway 32 pfn we were cleared on course (approximately 15 degree heading) to 2000'. Prior to departure we were advised of traffic inbound from the north for a left downwind for runway 5 (approximately 4 mi north). After takeoff tower again advised us of the traffic and directed us to 'start your turn on course now.' we assumed this on course heading would minimize the conflict since the tower was aware of the position of both aircraft (original intentions were to continue straight out until traffic was in sight). Traffic appeared at 12 O'clock position. Stopped climb at 7000'. Small transport passed 200' overhead. Tower was aware of traffic inbound to land, yet cleared IFR aircraft opp direction through the inbound VFR aircraft's altitude. FAA must mandate at least TCAS for all scheduled passenger flts. The idea of less than 30 passenger seats not requiring TCAS is unsafe. ASRS personnel must request that all near miss encounters be reported. If all near miss's are reported, I think it will become clear--the need for TCAS. I know of many of my coworkers who have had near misses, but never filed a report because of the feeling that nothing can be done about it. With the development of TCAS now we have a reason to report. Get TCAS in part 135 aircraft also. If the FAA and airlines balk, let them print a statement to the passenger: 'the FAA and abc airline have chosen not to provide collision avoidance equipment aboard this aircraft.' first of 2 near misses within 5 mi.
