Narrative:
Departure controller for smf was the dudes 7 SID with a bam transition. The clearance altitude was 11000'. After liftoff we maintained runway heading to 600' and turned left to 120 degree heading. When directed by tower we changed to departure control 127.4. On contact with departure we were assigned a 105 degree heading and an altitude amendment to maintain 3000'. We were subsequently assigned a heading of '080 degrees for traffic,' and 'climb and maintain 11.0.' during the turn to 080 degrees and climbing through 3500' the first officer obtained visibility contact on the traffic (an small aircraft) at the approximately 2 O'clock position. Traffic heading was approximately 330 degrees. Traffic passed off the right side at 3500' and approximately 500-1000' from the aircraft. The traffic was sighted only by the first officer. Contributing factors: 1) we were not advised of possible traffic prior to departure. 2) when given heading for traffic, departure did not state the location or altitude of the traffic. I subsequently asked departure control what the traffic altitude was. He indicated that he just got it--at 3000'.

Title: CLOSE PROX ACR-MLG GA-SMA IN SAC ARSA.
Narrative: DEP CTLR FOR SMF WAS THE DUDES 7 SID WITH A BAM TRANSITION. THE CLRNC ALT WAS 11000'. AFTER LIFTOFF WE MAINTAINED RWY HDG TO 600' AND TURNED LEFT TO 120 DEG HDG. WHEN DIRECTED BY TWR WE CHANGED TO DEP CTL 127.4. ON CONTACT WITH DEP WE WERE ASSIGNED A 105 DEG HDG AND AN ALT AMENDMENT TO MAINTAIN 3000'. WE WERE SUBSEQUENTLY ASSIGNED A HDG OF '080 DEGS FOR TFC,' AND 'CLB AND MAINTAIN 11.0.' DURING THE TURN TO 080 DEGS AND CLBING THROUGH 3500' THE F/O OBTAINED VIS CONTACT ON THE TFC (AN SMA) AT THE APPROX 2 O'CLOCK POS. TFC HDG WAS APPROX 330 DEGS. TFC PASSED OFF THE RIGHT SIDE AT 3500' AND APPROX 500-1000' FROM THE ACFT. THE TFC WAS SIGHTED ONLY BY THE F/O. CONTRIBUTING FACTORS: 1) WE WERE NOT ADVISED OF POSSIBLE TFC PRIOR TO DEP. 2) WHEN GIVEN HDG FOR TFC, DEP DID NOT STATE THE LOCATION OR ALT OF THE TFC. I SUBSEQUENTLY ASKED DEP CTL WHAT THE TFC ALT WAS. HE INDICATED THAT HE JUST GOT IT--AT 3000'.
