Narrative:
On climbout of iad, washington departure frequency 125.65 gave us a climb to 17,000. At about 12,200', heading 060 degree, 65 west of keaton VOR, the controller reported small aircraft traffic at 12,500 less than a mile just popped up. I pulled the nose up sharply just as we saw the traffic. As he passed under us the DH light came on at about 12,700 to 13,200. We first saw him at less than 1/2 mi and couldn't have missed him by more than 500'. Controller was extremely busy. Callback conversation with reporter revealed the following: callback determined type of aircraft and fact that air carrier management reviewed incident with TRACON and as a result TRACON is now pointing out VFR traffic in a more timely and consistent manner. No further action is being taken.
