Narrative:
Upon taking runway at gunnison airport, a unicom taking runway advisory call was made on frequency 122.7. This call was made prior to taking runway 24/06. No answer was received and aircraft was taxied onto runway at approximately XX22 local time. As aircraft was aligned to taxi to end of runway 24, an aircraft was observed on takeoff roll on runway 24. No evasive action was taken and aircraft passed overhead by approximately 100-125' altitude. Aircraft was painted white and was invisible when runway was visually checked prior to taxiing on runway. Subsequent call to unicom established that small transport Y took off at approximately time of this incident. No communication was established with subject, small transport Y, and no comments/actions were taken by any ATC facility. Callback conversation with reporter revealed the following: the small transport was painted white and all the background was white with snow so blended in and may have been why not seen. Cannot believe small transport could not see the large large transport and thinks probably did, but knew he could lift off before that far down runway and took off anyway. Immediately after passed tried to call the small transport on CTAF 122.7, but no answer, so he apparently was not on frequency and definitely made no broadcast of starting takeoff. Reporter also feels that when checked runway before entering the small transport was probably making turn around in cul de sac at approach end of runway 24. Company obtained identification of small transport for reporter probably through denver ARTCC. Stated company is now changing procedure so departing flts do not have to go through so many frequencys--3 when departing. FAA is investigating and holding hearing in den in a short time.

RPTR ALSO FEELS THAT WHEN CHKED RWY BEFORE ENTERING THE SMT WAS PROBABLY MAKING TURN AROUND IN CUL DE SAC AT APCH END OF RWY 24. COMPANY OBTAINED ID OF SMT FOR RPTR PROBABLY THROUGH DENVER ARTCC. STATED COMPANY IS NOW CHANGING PROC SO DEPARTING FLTS DO NOT HAVE TO GO THROUGH SO MANY FREQS--3 WHEN DEPARTING. FAA IS INVESTIGATING AND HOLDING HEARING IN DEN IN A SHORT TIME.
