Narrative:
I just sat down at rantoul sector. I was there about 5 minutes when I noticed small transport was crossing brl low boundary west/O a hand-off. I immediately flashed small transport at brl. I noticed a limited data block descending out of 14700' or so. I brought up the data block on small aircraft and immediately called brl to verify they saw small transport and to stop small aircraft descent. They broadcast over frequency for small aircraft to maintain 14000', but I heard no response. I assume the aircraft was talking to pia approach. From the time I noticed small transport was not handing off till the time of the error was less than a minute.

Title: ACFT ENTERED ANOTHER SECTOR'S AIRSPACE WITHOUT HANDOFF AND CONFLICTED WITH A DESCENDING IFR ACFT. OPERATIONAL ERROR.
Narrative: I JUST SAT DOWN AT RANTOUL SECTOR. I WAS THERE ABOUT 5 MINUTES WHEN I NOTICED SMT WAS XING BRL LOW BOUNDARY W/O A HAND-OFF. I IMMEDIATELY FLASHED SMT AT BRL. I NOTICED A LIMITED DATA BLOCK DSNDING OUT OF 14700' OR SO. I BROUGHT UP THE DATA BLOCK ON SMA AND IMMEDIATELY CALLED BRL TO VERIFY THEY SAW SMT AND TO STOP SMA DSCNT. THEY BROADCAST OVER FREQ FOR SMA TO MAINTAIN 14000', BUT I HEARD NO RESPONSE. I ASSUME THE ACFT WAS TALKING TO PIA APCH. FROM THE TIME I NOTICED SMT WAS NOT HANDING OFF TILL THE TIME OF THE ERROR WAS LESS THAN A MINUTE.
