Narrative:
Assigned radar approach/departure position. While attention was diverted to providing in trail sep into st louis terminal area another IFR aircraft was neglected. IFR aircraft at 5000 calling on frequency reminded of need to perform handoff to adjacent facility. Aircraft was on facility mutual boundary when noticed. Late radar handoff was performed 2 miles inside adjacent facility boundary. Aircraft had inoperative transponder. No other traffic was involved with either facility. ATC operational deviation was filed.

Title: ATX LTT ENTERED ADJACENT FACILITY AIRSPACE WITHOUT PRIOR APPROVAL. DEP CTLR NEGLECTED TO COMPLETE TRANSFER HANDOFF.
Narrative: ASSIGNED RADAR APCH/DEP POS. WHILE ATTN WAS DIVERTED TO PROVIDING IN TRAIL SEP INTO ST LOUIS TERMINAL AREA ANOTHER IFR ACFT WAS NEGLECTED. IFR ACFT AT 5000 CALLING ON FREQ REMINDED OF NEED TO PERFORM HANDOFF TO ADJACENT FACILITY. ACFT WAS ON FACILITY MUTUAL BOUNDARY WHEN NOTICED. LATE RADAR HANDOFF WAS PERFORMED 2 MILES INSIDE ADJACENT FACILITY BOUNDARY. ACFT HAD INOP TRANSPONDER. NO OTHER TFC WAS INVOLVED WITH EITHER FACILITY. ATC OPERATIONAL DEV WAS FILED.
