Narrative:

Large transport requested IFR clearance to nagoya, japan from the saipan airport requesting FL330. The radar controller issued the clearance to large transport to maintain FL310 and higher altitude would be coordinated after departure. I was assigned the en route flight data position with a trnee. After large transport departed saipan, the trnee provided oak ARTCC with a transfer of control and requested FL330. Oak accepted the transfer and approved FL330. The flight progress strip was circled as being transferred correctly. The radar controller subsequently advised large transport to contact honolulu radio. The aircraft progressed 2100N and reported at FL310. No other aircraft were involved. I believe the situation occurred because the trnee wrote FL330 in black as already having been issued to the pilot as opposed to writing it in red as coordinated but not assigned. I inadvertently did not catch the error and the radar controller assumed he had given it to the pilot. A recurrence could have alleviated if only the controller issuing the clearance to the pilot marked the strip.

Title: LGT ENTERED ADJACENT AIRSPACE AT WRONG ALT DUE TO ATC COORD PROBLEM.

Narrative: LGT REQUESTED IFR CLRNC TO NAGOYA, JAPAN FROM THE SAIPAN ARPT REQUESTING FL330. THE RADAR CTLR ISSUED THE CLRNC TO LGT TO MAINTAIN FL310 AND HIGHER ALT WOULD BE COORDINATED AFTER DEP. I WAS ASSIGNED THE ENRTE FLT DATA POS WITH A TRNEE. AFTER LGT DEPARTED SAIPAN, THE TRNEE PROVIDED OAK ARTCC WITH A TRANSFER OF CTL AND REQUESTED FL330. OAK ACCEPTED THE TRANSFER AND APPROVED FL330. THE FLT PROGRESS STRIP WAS CIRCLED AS BEING TRANSFERRED CORRECTLY. THE RADAR CTLR SUBSEQUENTLY ADVISED LGT TO CONTACT HONOLULU RADIO. THE ACFT PROGRESSED 2100N AND RPTED AT FL310. NO OTHER ACFT WERE INVOLVED. I BELIEVE THE SITUATION OCCURRED BECAUSE THE TRNEE WROTE FL330 IN BLACK AS ALREADY HAVING BEEN ISSUED TO THE PLT AS OPPOSED TO WRITING IT IN RED AS COORDINATED BUT NOT ASSIGNED. I INADVERTENTLY DID NOT CATCH THE ERROR AND THE RADAR CTLR ASSUMED HE HAD GIVEN IT TO THE PLT. A RECURRENCE COULD HAVE ALLEVIATED IF ONLY THE CTLR ISSUING THE CLRNC TO THE PLT MARKED THE STRIP.
