Narrative:
An heavy transport mlt made a low approach to runway 01R. 2 fgt's were put into position on runway 01L for 2 mins wake turbulence. It was 40, so the fgt's could be cleared for takeoff at 42. The supervisor of flying (sof) advised us about an MTR with an unsafe gear indication. We started to declare an emergency, but the sof said the gear indicated 3 down and locked and the pilot, and he, did not want to declare an emergency. An heavy mlt entered downwind and 2 MTR's called on an ILS (5 mi) final. The mlt was instructed to turn a 2 mi base to runway 01R and the 2 MTR's were cleared to runway 01L. At 44, the 2 fgt's in position on runway 01L asked how much longer their delay would be. We had forgotten about them. It would be safer for everyone if aircraft taking the runway would use their strobes or landing lights, especially at night.

Narrative: AN HVT MLT MADE A LOW APCH TO RWY 01R. 2 FGT'S WERE PUT INTO POS ON RWY 01L FOR 2 MINS WAKE TURB. IT WAS 40, SO THE FGT'S COULD BE CLRED FOR TKOF AT 42.
