Narrative:
VFR flight plan phx direct cos utilizing flight following. When 80 NM southwest of ALS changed over to IFR flight plan to be picked up at ALS. Routing ALS V-83 publication direct cos, 14000', picked up clearance 3 mins prior to reaching ALS. Proceeded to cos and completed an ILS to a full stop landing. Approximately an hour and a half later there was a call to my flight plan reference number saying I had not closed out my flight plan. It is my understanding that when a flight plan is changed from a VFR plan to an IFR plan, the IFR plan regulations prevail, hence the flight plan should have been closed when I completed my landing at cos.

Title: PLT OF GA SMA FAILED TO CLOSE VFR FLT PLAN AFTER REQUESTING AND RECEIVING IFR FLT PLAN USING COMPOSITE PROC.
Narrative: VFR FLT PLAN PHX DIRECT COS UTILIZING FLT FOLLOWING. WHEN 80 NM SW OF ALS CHANGED OVER TO IFR FLT PLAN TO BE PICKED UP AT ALS. ROUTING ALS V-83 PUB DIRECT COS, 14000', PICKED UP CLRNC 3 MINS PRIOR TO REACHING ALS. PROCEEDED TO COS AND COMPLETED AN ILS TO A FULL STOP LNDG. APPROX AN HOUR AND A HALF LATER THERE WAS A CALL TO MY FLT PLAN REFERENCE NUMBER SAYING I HAD NOT CLOSED OUT MY FLT PLAN. IT IS MY UNDERSTANDING THAT WHEN A FLT PLAN IS CHANGED FROM A VFR PLAN TO AN IFR PLAN, THE IFR PLAN REGULATIONS PREVAIL, HENCE THE FLT PLAN SHOULD HAVE BEEN CLOSED WHEN I COMPLETED MY LNDG AT COS.
