Narrative:
ZDV was on back up radar (darc) for about 2 hours. Shortly after rdp returned, I relieved a controller at ekr high sector. Air carrier X was near ekr at FL310 but was not identified or tagged. Air carrier X penetrated slc sector 30 by about 60 miles without a handoff. Since there is not a trace of a full or limited data block, ATC/aircraft equipment is suspect.
