Narrative:
I was working the west and south feeder positions combined at richmond approach control with approximately 12 aircraft. Small transport X was approximately 35 mi south of richmond VORTAC heading toward tyi VORTAC at 6000' in an automated handoff to ZDC. During this period small transport X called me requesting 4000' because of the turbulence. I glanced down at small transport X and noticed he had just crossed over the boundary into ZDC's airspace and they had not accepted the handoff. I then tried to call the coffield (cvj) sector of ZDC and manually hand the aircraft off to the, but did not get a reply on the handoff line. I then called another sector (bkt) and asked them to call the cvi sector and have them call me, but again to no avail. I then instructed small transport X to turn right heading 020 degree to reestablish him back in my airspace. I then called the cvi sector on the dial line trying to establish communications between ric and ZDC but again to no avail. I then called the cvi sector on the voice call line again and then they answered my call at which time I made a radar handoff. I then notified my supervisor of the incident.

Title: UNCOORD PENETRATION OF AIRSPACE. OPERATIONAL DEVIATION.
Narrative: I WAS WORKING THE W AND S FEEDER POSITIONS COMBINED AT RICHMOND APCH CTL WITH APPROX 12 ACFT. SMT X WAS APPROX 35 MI S OF RICHMOND VORTAC HDG TOWARD TYI VORTAC AT 6000' IN AN AUTOMATED HANDOFF TO ZDC. DURING THIS PERIOD SMT X CALLED ME REQUESTING 4000' BECAUSE OF THE TURBULENCE. I GLANCED DOWN AT SMT X AND NOTICED HE HAD JUST CROSSED OVER THE BOUNDARY INTO ZDC'S AIRSPACE AND THEY HAD NOT ACCEPTED THE HANDOFF. I THEN TRIED TO CALL THE COFFIELD (CVJ) SECTOR OF ZDC AND MANUALLY HAND THE ACFT OFF TO THE, BUT DID NOT GET A REPLY ON THE HANDOFF LINE. I THEN CALLED ANOTHER SECTOR (BKT) AND ASKED THEM TO CALL THE CVI SECTOR AND HAVE THEM CALL ME, BUT AGAIN TO NO AVAIL. I THEN INSTRUCTED SMT X TO TURN RIGHT HDG 020 DEG TO REESTABLISH HIM BACK IN MY AIRSPACE. I THEN CALLED THE CVI SECTOR ON THE DIAL LINE TRYING TO ESTABLISH COMS BETWEEN RIC AND ZDC BUT AGAIN TO NO AVAIL. I THEN CALLED THE CVI SECTOR ON THE VOICE CALL LINE AGAIN AND THEN THEY ANSWERED MY CALL AT WHICH TIME I MADE A RADAR HANDOFF. I THEN NOTIFIED MY SUPVR OF THE INCIDENT.
