Narrative:
During our preflight from jax to gnv we had a constant chain of interruptions because the gnv WX was being reported as 0-0. We had to stop the checklist at least twice and go back inside operations to talk with dispatch. Our fuel load was changed and the destination was changed twice. After arriving back in the cockpit and resuming the checklist it was again necessary to leave the airplane upon learning the G/south in gnv was OTS. During this chain of events we started the checklist at the top each time. However, the alternate gear release door was somehow missed and left in the open position. This disables the gear and will not allow it to move either up or down. After takeoff when the gear did not come up I elected to shoot the ILS and return instead of doing very much trouble shooting of the system in the low ceiling and visibility.

Title: FLT CREW OF MDT MISSED ITEM ON PREFLT CHECKLIST. AFTER TKOF UNABLE TO RAISE GEAR, RETURNED, LANDED.
Narrative: DURING OUR PREFLT FROM JAX TO GNV WE HAD A CONSTANT CHAIN OF INTERRUPTIONS BECAUSE THE GNV WX WAS BEING RPTED AS 0-0. WE HAD TO STOP THE CHKLIST AT LEAST TWICE AND GO BACK INSIDE OPS TO TALK WITH DISPATCH. OUR FUEL LOAD WAS CHANGED AND THE DEST WAS CHANGED TWICE. AFTER ARRIVING BACK IN THE COCKPIT AND RESUMING THE CHKLIST IT WAS AGAIN NECESSARY TO LEAVE THE AIRPLANE UPON LEARNING THE G/S IN GNV WAS OTS. DURING THIS CHAIN OF EVENTS WE STARTED THE CHKLIST AT THE TOP EACH TIME. HOWEVER, THE ALTERNATE GEAR RELEASE DOOR WAS SOMEHOW MISSED AND LEFT IN THE OPEN POS. THIS DISABLES THE GEAR AND WILL NOT ALLOW IT TO MOVE EITHER UP OR DOWN. AFTER TKOF WHEN THE GEAR DID NOT COME UP I ELECTED TO SHOOT THE ILS AND RETURN INSTEAD OF DOING VERY MUCH TROUBLE SHOOTING OF THE SYS IN THE LOW CEILING AND VISIBILITY.
