Narrative:
Current SOP has the passenger emergency exit lights disarmed for 'go dark' operations. Because of the new 45 minute report times; customer service begins boarding passengers without properly arming passenger emergency exit lights. This violates our SOP and crash fire rescue equipment; part 25; paragraph 25.811. We had a mostly filled airplane at the time of discovery. This is a common occurrence now.

Title: An air carrier First Officer reported company SOP to disarm emergency exit lights for some operations has resulted in passengers being boarded on subsequent flights with the lights disarmed in violation of pertinent FARs.
Narrative: Current SOP has the Passenger Emergency Exit Lights disarmed for 'Go Dark' operations. Because of the new 45 minute report times; Customer Service begins boarding passengers without properly arming Passenger Emergency Exit lights.
