The entire WX briefing indicated hostile WX conditions--icing from 5000' to above, high winds and a frontal system. The briefing meteorologist stated that he wouldn't go in WX like that. The pilot's analysis of the events as they occurred indicated his distrust of the forecasts because of time variances and inaccuracies. Flight landed short of destination after picking up heavy ice. Much support from ATC system and FSS stations, so far as PIREPS and ATC requests for lower.

Narrative: *ANALYST PARAPHRASES: PLT AND 2 PAX ON SMA PLANNING PLEASURE FLT FROM NANTUCKET TO WESTCHESTER, NY. THE ENTIRE WX BRIEFING INDICATED HOSTILE WX CONDITIONS--ICING FROM 5000' TO ABOVE, HIGH WINDS AND A FRONTAL SYS. THE BRIEFING METEOROLOGIST STATED THAT HE WOULDN'T GO IN WX LIKE THAT.
