Narrative:
4/89 I contacted clt approach control. Upon contact, apc control had difficulty receiving my transmission. Approach control then told me if I could understand them to identify, which I did. I then tried working on the radio by pushing in on the radio. I called approach control and approach could then hear me loud and clear. I asked approach if they would assist me in locating the airport due to light rainfall. Upon sighting the airport, I was in contact with approach until they requested I switch to tower. Approach control did not allow enough time to contact tower before landing was executed. I called for tower 2 or 3 times after request to switch, but did not receive a response. I knew I should not do a 360 degree turn or fly over the runway, for I might be in conflict with other heavy traffic. I thought the best thing to do was to land over the air carrier as he was still setting up for takeoff. I felt my decision to land at this point would be less hazardous than continuing my attempt to contact tower while in an arsa. Callback conversation with reporter revealed the following: pilot advises that radio needed tightening up in rack. Ground control, once reached, wasn't too happy with him. He was contacted by the FAA and they requested a letter from him. No action as of this time. Counseled re: expected actions in a situation such as this and what ATC expects pilot to do in case of radio failure.

Title: UNAUTH LNDG ON OCCUPIED RWY.
Narrative: 4/89 I CONTACTED CLT APCH CTL. UPON CONTACT, APC CTL HAD DIFFICULTY RECEIVING MY XMISSION. APCH CTL THEN TOLD ME IF I COULD UNDERSTAND THEM TO IDENT, WHICH I DID. I THEN TRIED WORKING ON THE RADIO BY PUSHING IN ON THE RADIO. I CALLED APCH CTL AND APCH COULD THEN HEAR ME LOUD AND CLEAR. I ASKED APCH IF THEY WOULD ASSIST ME IN LOCATING THE ARPT DUE TO LIGHT RAINFALL. UPON SIGHTING THE ARPT, I WAS IN CONTACT WITH APCH UNTIL THEY REQUESTED I SWITCH TO TWR. APCH CTL DID NOT ALLOW ENOUGH TIME TO CONTACT TWR BEFORE LNDG WAS EXECUTED. I CALLED FOR TWR 2 OR 3 TIMES AFTER REQUEST TO SWITCH, BUT DID NOT RECEIVE A RESPONSE. I KNEW I SHOULD NOT DO A 360 DEG TURN OR FLY OVER THE RWY, FOR I MIGHT BE IN CONFLICT WITH OTHER HVY TFC. I THOUGHT THE BEST THING TO DO WAS TO LAND OVER THE ACR AS HE WAS STILL SETTING UP FOR TKOF. I FELT MY DECISION TO LAND AT THIS POINT WOULD BE LESS HAZARDOUS THAN CONTINUING MY ATTEMPT TO CONTACT TWR WHILE IN AN ARSA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: PLT ADVISES THAT RADIO NEEDED TIGHTENING UP IN RACK. GND CTL, ONCE REACHED, WASN'T TOO HAPPY WITH HIM. HE WAS CONTACTED BY THE FAA AND THEY REQUESTED A LETTER FROM HIM. NO ACTION AS OF THIS TIME. COUNSELED RE: EXPECTED ACTIONS IN A SITUATION SUCH AS THIS AND WHAT ATC EXPECTS PLT TO DO IN CASE OF RADIO FAILURE.
