Narrative:

After landing at toluca, mexico on runway 15, an aircraft was on final for same runway, and was cleared to discontinue approach and commence a 360 degree turn and reenter a final approach for runway 15. After I stopped our aircraft, we were cleared to make a 180 degree turn on runway 15 and return to the ramp via taxiway B. As I turned the aircraft on the runway and faced the opposite direction, I encountered the other aircraft rolling out on final approach. There was no clearance to land, and tower was silent. The other aircraft on final made a remark to me to 'rush' and I replied that we were doing the best I can do. The other aircraft, an light transport jet, continued his approach and landed while our aircraft was still back taxiing on centerline of runway 15 with all our lights on as a warning. After we cleared the runway, we asked tower if the aircraft was cleared to land, and the reply was 'no' he was not cleared to land. We then blocked the aircraft in and then asked tower why he had allowed the other aircraft to land and that it was a dangerous operation. I asked tower for the registration number of the aircraft and the name of the captain flying/registered for the flight. The light transport Y did not respond on the radio and to the questions I raised to the tower. I then proceeded to customs, and then to the civil aviation office at the airport. A report was filed with the mexican dgac representative.
