Narrative:
Aircraft was instructed to 'taxi to runway 11L at A4' (the approach end). Aircraft passed A4 and crossed runway 21 despite ground and local control attempting to tell the pilot to stop. This is a continuing problem at tus. Signage and airport diagram charts clearly indicate that the runway begins at A4. Pilots need to be aware of this. Normally, if the aircraft goes too far, ground/local tells them to stop, and they do. In this case, the pilots did not appear to be listening as they did not hear the controller's repeated attempts to hold them short of runway 21. Luckily, there was not an aircraft using runway 21 at the time.

Title: ACR NON ADHERENCE TO ATC INSTRUCTION UNAUTH RWY ENTRY. RWY INCURSION.
Narrative: ACFT WAS INSTRUCTED TO 'TAXI TO RWY 11L AT A4' (THE APCH END). ACFT PASSED A4 AND CROSSED RWY 21 DESPITE GND AND LCL CTL ATTEMPTING TO TELL THE PLT TO STOP. THIS IS A CONTINUING PROB AT TUS. SIGNAGE AND ARPT DIAGRAM CHARTS CLRLY INDICATE THAT THE RWY BEGINS AT A4. PLTS NEED TO BE AWARE OF THIS. NORMALLY, IF THE ACFT GOES TOO FAR, GND/LCL TELLS THEM TO STOP, AND THEY DO. IN THIS CASE, THE PLTS DID NOT APPEAR TO BE LISTENING AS THEY DID NOT HEAR THE CTLR'S REPEATED ATTEMPTS TO HOLD THEM SHORT OF RWY 21. LUCKILY, THERE WAS NOT AN ACFT USING RWY 21 AT THE TIME.
