Narrative:
I had received clearance to taxi. After receiving clearance I proceeded from the west t-hangar area down the parallel taxiway to runway 28L. As I approached the 28R run-up area I noticed movement to the left. As I turned to see, an small aircraft coming directly at my aircraft. I tried to avoid by turning right, but the aircraft had already struck my left wing tip with the propeller. I had been cleared to taxi to runway 28L, and was never aware of the other aircraft taxiing. He came out from a parking area which is in between rows of aircraft and hangars. By the time the aircraft was visible and he struck my airplane was a matter of seconds. The other aircraft had a student pilot and a CFI. Seconds before the incident I noticed they were pointing to something on the panel. As they looked up they attempted to avoid the collision. The area between the parking and the centerline of the taxiway is approximately 10-12'. I have attached a diagram of the area. I think if the other party was looking instead of talking about the panel or other ground instruction, this would not have happened. I also believe ground control should have held this aircraft's position until I was clear.

Title: GA-SMA TAXIING TO TKOF FOR A TRAINING FLT HIT A CPR-SMT TAXIING OUT.
Narrative: I HAD RECEIVED CLRNC TO TAXI. AFTER RECEIVING CLRNC I PROCEEDED FROM THE W T-HANGAR AREA DOWN THE PARALLEL TXWY TO RWY 28L. AS I APCHED THE 28R RUN-UP AREA I NOTICED MOVEMENT TO THE LEFT. AS I TURNED TO SEE, AN SMA COMING DIRECTLY AT MY ACFT. I TRIED TO AVOID BY TURNING RIGHT, BUT THE ACFT HAD ALREADY STRUCK MY LEFT WING TIP WITH THE PROP. I HAD BEEN CLRED TO TAXI TO RWY 28L, AND WAS NEVER AWARE OF THE OTHER ACFT TAXIING. HE CAME OUT FROM A PARKING AREA WHICH IS IN BTWN ROWS OF ACFT AND HANGARS. BY THE TIME THE ACFT WAS VISIBLE AND HE STRUCK MY AIRPLANE WAS A MATTER OF SECONDS. THE OTHER ACFT HAD A STUDENT PLT AND A CFI. SECONDS BEFORE THE INCIDENT I NOTICED THEY WERE POINTING TO SOMETHING ON THE PANEL. AS THEY LOOKED UP THEY ATTEMPTED TO AVOID THE COLLISION. THE AREA BTWN THE PARKING AND THE CENTERLINE OF THE TXWY IS APPROX 10-12'. I HAVE ATTACHED A DIAGRAM OF THE AREA. I THINK IF THE OTHER PARTY WAS LOOKING INSTEAD OF TALKING ABOUT THE PANEL OR OTHER GND INSTRUCTION, THIS WOULD NOT HAVE HAPPENED. I ALSO BELIEVE GND CTL SHOULD HAVE HELD THIS ACFT'S POS UNTIL I WAS CLR.
