Narrative:
The WX briefer's NOTAM printout showed ubs 18-36 closed. My route of flight would take me by there and I had wanted to make a touch and go there. It appeared that I wouldn't be able to. However, as I flew by the airport I noticed the 'X's' had been moved off the runway into the grass--obviously this information was more up to date than the WX briefing I had received several hours before--the runway was no longer closed, apparently. I began a landing approach with the intent of making a touch and go--noting that the runway had a new surface. In the flare it dawned on me that the 'X's' might not be on the runway because the asphalt was fresh, and I went around just prior to touching. In my opinion, if a runway closed it is not properly idented as being so unless the X is on the runway--not in the grass by the runway. That positioning leads to the thought process that I had, 'workers had moved the 'X's' off the runway to show it open and would later move them completely.' incorrect and misleading.

Title: APCH TO CLOSED, RESURFACED RWY, WITH INTENT TO DO TOUCH AND GO.
Narrative: THE WX BRIEFER'S NOTAM PRINTOUT SHOWED UBS 18-36 CLOSED. MY ROUTE OF FLT WOULD TAKE ME BY THERE AND I HAD WANTED TO MAKE A TOUCH AND GO THERE. IT APPEARED THAT I WOULDN'T BE ABLE TO. HOWEVER, AS I FLEW BY THE ARPT I NOTICED THE 'X'S' HAD BEEN MOVED OFF THE RWY INTO THE GRASS--OBVIOUSLY THIS INFO WAS MORE UP TO DATE THAN THE WX BRIEFING I HAD RECEIVED SEVERAL HRS BEFORE--THE RWY WAS NO LONGER CLOSED, APPARENTLY. I BEGAN A LNDG APCH WITH THE INTENT OF MAKING A TOUCH AND GO--NOTING THAT THE RWY HAD A NEW SURFACE. IN THE FLARE IT DAWNED ON ME THAT THE 'X'S' MIGHT NOT BE ON THE RWY BECAUSE THE ASPHALT WAS FRESH, AND I WENT AROUND JUST PRIOR TO TOUCHING. IN MY OPINION, IF A RWY CLOSED IT IS NOT PROPERLY IDENTED AS BEING SO UNLESS THE X IS ON THE RWY--NOT IN THE GRASS BY THE RWY.
