Narrative:
Upon receiving the following routing from clearance delivery in dca: 'flight cleared to alb depart 050 degree vectors EMI as filed, climb 5000, expect 15000 in 10 mins,' the filed routing issued to all pilots by the company was: 'EMI V457 lrp V93 lhy V449 alb.' this flight plan was filed with williamsport FSS by company superceding all others. En route upon reaching approximately 15 mi north of lrp on V93, the ZNY controller asked if we were centered on V499. Our reply was: centered on V93. Controller's response: stay there for now. After a minute or 2 traffic was pointed out approximately 9 O'clock 4 mi descending out first officer 16000'. Traffic was sighted and no factor. Controller then asked if tower gave us the routing. We replied given as filed by clearance deliver and we/company showed: V93 to lhy V449 to alb. We proceeded to confirm this with company, which they did. The controller stated he showed lrp V499 bgm V72 alb. We reported company confirmed the V93 routing. Controller then replied, checking for possible error on his end. Upon investigating, company found that williamsport FSS was not filing the submitted flight plan for the flight, but was continuing to enter the old routing. Company then requested that full route be given in the clearance.

Narrative: UPON RECEIVING THE FOLLOWING ROUTING FROM CLRNC DELIVERY IN DCA: 'FLT CLRED TO ALB DEPART 050 DEG VECTORS EMI AS FILED, CLB 5000, EXPECT 15000 IN 10 MINS,' THE FILED ROUTING ISSUED TO ALL PLTS BY THE COMPANY WAS: 'EMI V457 LRP V93 LHY V449 ALB.' THIS FLT PLAN WAS FILED WITH WILLIAMSPORT FSS BY COMPANY SUPERCEDING ALL OTHERS. ENRTE UPON REACHING APPROX 15 MI N OF LRP ON V93, THE ZNY CTLR ASKED IF WE WERE CENTERED ON V499. UPON INVESTIGATING, COMPANY FOUND THAT WILLIAMSPORT FSS WAS NOT FILING THE SUBMITTED FLT PLAN FOR THE FLT, BUT WAS CONTINUING TO ENTER THE OLD ROUTING. COMPANY THEN REQUESTED THAT FULL ROUTE BE GIVEN IN THE CLRNC.
