Narrative:

Captain flying cleared to descend to 2500' and report airport in sight for visibility approach. At a fairly high rate of descent through approximately 3300' controller called traffic and gave 3000' descent limit. I did not hear the 3000' call and continue descent through 3000' for 2500'. First officer had set 3000', so altitude alert went off at 2750'. I immediately stopped descent and returned to 3000', bottom at 2600-2700'. Traffic was at 2000'. Controller was counting on us being in VMC at 3800', but bottoms were ragged and we were still IMC at 3000'. When we did not call airport in sight by 3500', approach control had to make a late altitude clearance.

Narrative: CAPT FLYING CLRED TO DSND TO 2500' AND RPT ARPT IN SIGHT FOR VIS APCH. AT A FAIRLY HIGH RATE OF DSCNT THROUGH APPROX 3300' CTLR CALLED TFC AND GAVE 3000' DSCNT LIMIT. I DID NOT HEAR THE 3000' CALL AND CONTINUE DSCNT THROUGH 3000' FOR 2500'. F/O HAD SET 3000', SO ALT ALERT WENT OFF AT 2750'. I IMMEDIATELY STOPPED DSCNT AND RETURNED TO 3000', BOTTOM AT 2600-2700'. TFC WAS AT 2000'. CTLR WAS COUNTING ON US BEING IN VMC AT 3800', BUT BOTTOMS WERE RAGGED AND WE WERE STILL IMC AT 3000'.
