Narrative:
IFR flight from tri-county, ms to melbourne, fl. Approach controller handed me off to melbourne tower 7.5 mi northwest of field for a visual to 27L. Tower said to report turning final and I would be #2 to land after an small aircraft Y on base landed. I called as I turned base leg and stated I did not see the small aircraft Y as yet. I called again turning final and asked for a fix on the small aircraft Y and was told he was on final. I couldn't see any airplane ahead of me so I told the tower I was going to go around and as I started the left turn I spotted the small aircraft Y a little behind me and 200-300' below me. This whole approach seemed wrong as I was directed to use a parallel runway from the wrong side which makes me turn base and final across the approach for the right hand runway. The tower obviously did not have both of us in view and I find later that melbourne tower does not have radar.

Title: ACFT X HAS NMAC WITH ACFT Y ON FINAL APCH TO RWY 27L AT MLB.
Narrative: IFR FLT FROM TRI-COUNTY, MS TO MELBOURNE, FL. APCH CTLR HANDED ME OFF TO MELBOURNE TWR 7.5 MI NW OF FIELD FOR A VISUAL TO 27L. TWR SAID TO REPORT TURNING FINAL AND I WOULD BE #2 TO LAND AFTER AN SMA Y ON BASE LANDED. I CALLED AS I TURNED BASE LEG AND STATED I DID NOT SEE THE SMA Y AS YET. I CALLED AGAIN TURNING FINAL AND ASKED FOR A FIX ON THE SMA Y AND WAS TOLD HE WAS ON FINAL. I COULDN'T SEE ANY AIRPLANE AHEAD OF ME SO I TOLD THE TWR I WAS GOING TO GO AROUND AND AS I STARTED THE LEFT TURN I SPOTTED THE SMA Y A LITTLE BEHIND ME AND 200-300' BELOW ME. THIS WHOLE APCH SEEMED WRONG AS I WAS DIRECTED TO USE A PARALLEL RWY FROM THE WRONG SIDE WHICH MAKES ME TURN BASE AND FINAL ACROSS THE APCH FOR THE RIGHT HAND RWY. THE TWR OBVIOUSLY DID NOT HAVE BOTH OF US IN VIEW AND I FIND LATER THAT MELBOURNE TWR DOES NOT HAVE RADAR.
