Narrative:
Small aircraft X under approach control instructions was on a VFR approach to geg int'l airport. Small aircraft X finished approach and proceeded wbound heading 290 degree maintaining VFR. The aircraft passed northwest of fairchild AFB air traffic area. An mlt Y was on approach to fairchild AFB and 12 hours after incident, filed a near miss on small aircraft X. Researching the near miss form that was filed, indicates the 2 aircraft came in close proximity to each other, no traffic was exchanged as the aircraft targets never merged. Approved arsa separation is conflict resolution. Fairchild AFB contends that small aircraft X was in their air traffic area. Since the fairchild air traffic area is not depicted on geg radar, I contend the small aircraft X was clear of their area. And I also had their airspace released to me. No system deviation occurred. Resolution: depict fairchild air traffic area on radar scope so we know where it is. Rewrite geg-ska air traffic area letter for clarity.
Original NASA ASRS Text
Title: MLT CAME IN CLOSE PROX TO AN SMA WHILE MAKING AN APCH.
Narrative: SMA X UNDER APCH CTL INSTRUCTIONS WAS ON A VFR APCH TO GEG INT'L ARPT. SMA X FINISHED APCH AND PROCEEDED WBOUND HDG 290 DEG MAINTAINING VFR. THE ACFT PASSED NW OF FAIRCHILD AFB ATA. AN MLT Y WAS ON APCH TO FAIRCHILD AFB AND 12 HRS AFTER INCIDENT, FILED A NEAR MISS ON SMA X. RESEARCHING THE NEAR MISS FORM THAT WAS FILED, INDICATES THE 2 ACFT CAME IN CLOSE PROX TO EACH OTHER, NO TFC WAS EXCHANGED AS THE ACFT TARGETS NEVER MERGED. APPROVED ARSA SEPARATION IS CONFLICT RESOLUTION. FAIRCHILD AFB CONTENDS THAT SMA X WAS IN THEIR ATA. SINCE THE FAIRCHILD ATA IS NOT DEPICTED ON GEG RADAR, I CONTEND THE SMA X WAS CLEAR OF THEIR AREA. AND I ALSO HAD THEIR AIRSPACE RELEASED TO ME. NO SYSTEM DEVIATION OCCURRED. RESOLUTION: DEPICT FAIRCHILD ATA ON RADAR SCOPE SO WE KNOW WHERE IT IS. REWRITE GEG-SKA ATA LETTER FOR CLARITY.
