Narrative:

I was providing OJT on local control/ground control. The developmental was checked out on ground control. He authorized an airport authority truck on wy 3 and forgot about the truck when he cleared a flight of fgt's for takeoff. The pilot of the lead fgt questioned the clearance with the truck on the runway. In addition to OJT duties, I was also the only supervisor on duty. My attention was distracted by several phone calls and I was not in a position to observe the visual warning system that is used to alert (or remind) the local controller of vehicles on a runway in use. The solution to the problem is to avoid trying to do 2 things at the same time. In fact, that is what the FAA's training regulation says to do. When that's not possible, extra vigilance is in order.

Title: ACFT WAS CLEARED FOR TKOF AND DEPARTED WITH A VEHICLE ON THE RWY.

Narrative: I WAS PROVIDING OJT ON LCL CTL/GND CTL. THE DEVELOPMENTAL WAS CHECKED OUT ON GND CTL. HE AUTHORIZED AN ARPT AUTHORITY TRUCK ON WY 3 AND FORGOT ABOUT THE TRUCK WHEN HE CLRED A FLT OF FGT'S FOR TKOF. THE PLT OF THE LEAD FGT QUESTIONED THE CLRNC WITH THE TRUCK ON THE RWY. IN ADDITION TO OJT DUTIES, I WAS ALSO THE ONLY SUPVR ON DUTY. MY ATTN WAS DISTRACTED BY SEVERAL PHONE CALLS AND I WAS NOT IN A POSITION TO OBSERVE THE VISUAL WARNING SYSTEM THAT IS USED TO ALERT (OR REMIND) THE LCL CTLR OF VEHICLES ON A RWY IN USE. THE SOLUTION TO THE PROBLEM IS TO AVOID TRYING TO DO 2 THINGS AT THE SAME TIME. IN FACT, THAT IS WHAT THE FAA'S TRAINING REG SAYS TO DO. WHEN THAT'S NOT POSSIBLE, EXTRA VIGILANCE IS IN ORDER.
