Narrative:

I was working ground control. I observed GA small aircraft X taxiing wbound on taxiway C without prior approval. I made broadcasts to determine if small aircraft X was on frequency. No response received. At the time, I was also working an airport vehicle, making runway and taxiway inspections. Small aircraft X taxied to the approach end of runway 7R, runways 25L/right were in use by other aircraft and was also advertised on ATIS. I had cleared the airport vehicle to drive eastbound on runway 25L. When it was apparent that small aircraft X would takeoff on runway 7R, I had the airport vehicle exit the runway as the small aircraft X began its takeoff roll. Small aircraft X was instructed to hold by both ground and local-south controllers, but continued to takeoff against a red light signal. The local controller had to divert small aircraft Y to avoid small aircraft X. 17 minutes later small aircraft X returned and made a touch and go on runway 25L against instructions. I broadcasted instructions to taxi off the runway, but he took off against a red light. Supplemental information from acn 113613: I had just had my radio repaired and was going to fly to test flight the radio. I was under the impression that the tower opened at time T+30 minutes, so I thought I would takeoff at time T and fly around for a half hour or so and come back to the airport for some touch and goes. At time T I taxied to runway 7R for takeoff. As I was taxiing to runway 7R, I noticed an airplane taking off from runway 25L (the sock indicated 7R the wind was light and variable) after the runup on runway 7R. At this time the other airplane was on a base leg for runway 25L. I waited, the other airplane made a touch and go. As soon as he cleared 7R I announced my intentions on CTAF 118.4. Rolled on to the runway and took off. I flew for about 20 min and came back to the airport on a long left base leg for 7R, again on CTAF 118.4. I announced my intentions. I saw an airplane taking off from runway 25L. I retracted my gear and proceeded from base leg for 7R to a left downwind for runway 25L, turned base to final, and did a touch and go. It was T+28 minutes at this time on climbout from crosswind to downwind. I called the tower while on downwind leg. Looking down at the tower I saw a green light. I called the tower again, no response from base to final. I got another green light. I landed. Got a red light. Turned off the runway. Held short and got a flashing green light. I taxied back to my hangar. I got word to call the tower. The tower told me that they had to take evasive action on the airplane taking off from runway 25L when I was on base for 7R when I did my go around proceeding to 25L. There was no need for evasive action on my part, however, the tower turned the departing aircraft to pass behind me. At this time there was over a mile separation. At the time I taxied out for the first takeoff, airplanes were taking off from both ends of the runways. I had to taxi past the tower to get to runway 7R. I announced my intentions on CTAF. The radio failed. If the tower was open they should have flashed me a red light. The takeoff was without incident. With my first landing there were no light signals, only after the touch and go on the first landing. For safety reasons, I should have known the tower times. As for the tower, they should have flashed me a light on the first takeoff and I would have known that my radio was not working. The lesson was most valuable to me.

I HAD CLRED THE ARPT VEHICLE TO DRIVE EBND ON RWY 25L. WHEN IT WAS APPARENT THAT SMA X WOULD TKOF ON RWY 7R, I HAD THE ARPT VEHICLE EXIT THE RWY AS THE SMA X BEGAN ITS TKOF ROLL. SMA X WAS INSTRUCTED TO HOLD BY BOTH GND AND LOCAL-SOUTH CTLRS, BUT CONTINUED TO TKOF AGAINST A RED LIGHT SIGNAL. I TAXIED BACK TO MY HANGAR. I GOT WORD TO CALL THE TWR. THE TWR TOLD ME THAT THEY HAD TO TAKE EVASIVE ACTION ON THE AIRPLANE TAKING OFF FROM RWY 25L WHEN I WAS ON BASE FOR 7R WHEN I DID MY GO AROUND PROCEEDING TO 25L. THERE WAS NO NEED FOR EVASIVE ACTION ON MY PART, HOWEVER, THE TWR TURNED THE DEPARTING ACFT TO PASS BEHIND ME. AT THIS TIME THERE WAS OVER A MILE SEPARATION. AT THE TIME I TAXIED OUT FOR THE FIRST TKOF, AIRPLANES WERE TAKING OFF FROM BOTH ENDS OF THE RWYS. I HAD TO TAXI PAST THE TWR TO GET TO RWY 7R. I ANNOUNCED MY INTENTIONS ON CTAF. THE RADIO FAILED. IF THE TWR WAS OPEN THEY SHOULD HAVE FLASHED ME A RED LIGHT. THE TKOF WAS WITHOUT INCIDENT. WITH MY FIRST LNDG THERE WERE NO LIGHT SIGNALS, ONLY AFTER THE TOUCH AND GO ON THE FIRST LNDG. FOR SAFETY REASONS, I SHOULD HAVE KNOWN THE TWR TIMES. AS FOR THE TWR, THEY SHOULD HAVE FLASHED ME A LIGHT ON THE FIRST TKOF AND I WOULD HAVE KNOWN THAT MY RADIO WAS NOT WORKING. THE LESSON WAS MOST VALUABLE TO ME.
