Narrative:

On the date and location above, I (the PIC), somehow did not see the conflicting traffic in the best of visual flight conditions. My only visual contact lasted approximately 2-3 seconds. An opposite direction white and orange striped wwii era trainer or fighter with a radical engine appeared at my 12 O'clock position and 200' higher. I was in level cruise at 7000' IFR flight planned with great visual conditions (clear with about 25,000 thin scattered cirrus). The aircraft was descending and came within 200' vertically and passed directly overhead. I looked behind me and the aircraft continued in a descending, shallow right turn until it disappeared from sight. No evasive action was taken on my part.

Narrative: ON THE DATE AND LOCATION ABOVE, I (THE PIC), SOMEHOW DID NOT SEE THE CONFLICTING TFC IN THE BEST OF VISUAL FLT CONDITIONS. MY ONLY VISUAL CONTACT LASTED APPROX 2-3 SECONDS. THE ACFT WAS DSNDING AND CAME WITHIN 200' VERTICALLY AND PASSED DIRECTLY OVERHEAD. I LOOKED BEHIND ME AND THE ACFT CONTINUED IN A DSNDING, SHALLOW RIGHT TURN UNTIL IT DISAPPEARED FROM SIGHT. NO EVASIVE ACTION WAS TAKEN ON MY PART.
