Narrative:

Departed hgr, md from runway 27 with southeast intentions. Turned 240 degree and climbed to 2500 MSL while continuing turn to 150 degree. VOR was set to fdk 109.0 at 125 degree to. Noted heavy haze over blue ridge mountains at approximately 1500-2500 MSL and decided to increase altitude to 3500 MSL. Crossed first mtn ridge and noted that the VOR needle was left deflected and therefore a course adjustment east was needed (course at this tie was +/- 130 degree). Consulted sectional for landmarks at this time as I was taught to be paranoid about prohibited/restr areas and knew I would be in the vicinity of P40. Also noted at this point fuel pressure at 1.5 psi. As I had only 15 hours in this aircraft I wondered whether this was going to turn into a problem. At this time hgr tower called asking if still on this frequency and direction of flight. I responded with dg of 110 degree. Hgr tower came back with information from washington dulles stating: 'you are too close to P40. If you turn south for 4 miles you will be clear (ok?)' I immediately complied and thanked them. At this time transponder squawk was 1200. As I crossed the second ridge hgr came back with information that camp david wanted me to call them. I told hgr to hold while I got out a pen (by this time I was over fdk airport). I called back but received no further response from hgr. I returned to gai and informed the owner of the aircraft of the incident. As of 6//xx/89 I have received neither a verbal nor written response concerning this matter from the FAA or the secret service.

Title: UNAUTH PENETRATION OF PROHIBITED AREA.

Narrative: DEPARTED HGR, MD FROM RWY 27 WITH SE INTENTIONS. TURNED 240 DEG AND CLIMBED TO 2500 MSL WHILE CONTINUING TURN TO 150 DEG. VOR WAS SET TO FDK 109.0 AT 125 DEG TO. CROSSED FIRST MTN RIDGE AND NOTED THAT THE VOR NEEDLE WAS LEFT DEFLECTED AND THEREFORE A COURSE ADJUSTMENT EAST WAS NEEDED (COURSE AT THIS TIE WAS +/- 130 DEG). CONSULTED SECTIONAL FOR LANDMARKS AT THIS TIME AS I WAS TAUGHT TO BE PARANOID ABOUT PROHIBITED/RESTR AREAS AND KNEW I WOULD BE IN THE VICINITY OF P40. IF YOU TURN SOUTH FOR 4 MILES YOU WILL BE CLEAR (OK?)' I IMMEDIATELY COMPLIED AND THANKED THEM. AT THIS TIME XPONDER SQUAWK WAS 1200. AS I CROSSED THE SECOND RIDGE HGR CAME BACK WITH INFO THAT CAMP DAVID WANTED ME TO CALL THEM. I TOLD HGR TO HOLD WHILE I GOT OUT A PEN (BY THIS TIME I WAS OVER FDK ARPT). I CALLED BACK BUT RECEIVED NO FURTHER RESPONSE FROM HGR. I RETURNED TO GAI AND INFORMED THE OWNER OF THE ACFT OF THE INCIDENT. AS OF 6//XX/89 I HAVE RECEIVED NEITHER A VERBAL NOR WRITTEN RESPONSE CONCERNING THIS MATTER FROM THE FAA OR THE SECRET SERVICE.
