Narrative:

I was working lga departure on the morning of jul/tue/89. Air carrier X departed runway 13 from lga climbing to 5000'. He was climbing and turning very slowly. Air carrier Y departed short a minute later. Air carrier Y climbed much faster and ended up turning inside air carrier X. I issued the traffic to air carrier Y and he said 'that was close'. One problem is the departure SID off runway 13 at lga. A second problem was that air carrier Y came off on the wrong transponder code and tagged up with someone else's identification. A solution to this problem is to change the departure SID off runway 13 at lga -- it's terrible.

Title: ACR Y OVERTOOK ACR X DURING DEP CLIMB RESULTING IN LESS THAN STANDARD SEPARATION. OPERATIONAL ERROR.

Narrative: I WAS WORKING LGA DEP ON THE MORNING OF JUL/TUE/89. ACR X DEPARTED RWY 13 FROM LGA CLIMBING TO 5000'. HE WAS CLIMBING AND TURNING VERY SLOWLY. ACR Y DEPARTED SHORT A MINUTE LATER. ACR Y CLIMBED MUCH FASTER AND ENDED UP TURNING INSIDE ACR X. I ISSUED THE TFC TO ACR Y AND HE SAID 'THAT WAS CLOSE'. ONE PROBLEM IS THE DEP SID OFF RWY 13 AT LGA. A SECOND PROBLEM WAS THAT ACR Y CAME OFF ON THE WRONG XPONDER CODE AND TAGGED UP WITH SOMEONE ELSE'S IDENTIFICATION. A SOLUTION TO THIS PROBLEM IS TO CHANGE THE DEP SID OFF RWY 13 AT LGA -- IT'S TERRIBLE.
