Narrative:

Upon captain's instructions as PNF on a no-passenger flight, I requested and received departure from intersection runway 8. The captain after being cleared onto the runway and for takeoff, after before takeoff checklist was complete, the captain said I will take full responsibility. He then set the flaps to 40 degree (full) applied full power and made a short field 'STOL' takeoff. This departure was noted by the tower who informed company. As we immediately started to take off I assumed my full first officer responsibilities during this critical phase of flight to insure the safety of the operation as best as I could. Why the FAA is involved I do not know although this type of takeoff is not recommended under company procedures. While the STOL takeoff was a deliberate act and consequently not covered under the provisions of the NASA report the first officer's position was neither deliberate nor one of approval. In many cases as in this one the first officer's are put into a difficult middle position of being not PIC, but a responsible party of sorts. In this case an attempt to physically stop an act would have been to further compromise the safety of operation.

Title: CAPT OF LIGHT TWIN ENGINE TURBINE ACFT ELECTS FULL FLAP TKOF CONTRARY TO PROVISIONS OF COMPANY PROCS MANUAL AND ACFT FLT MANUAL.

Narrative: UPON CAPT'S INSTRUCTIONS AS PNF ON A NO-PAX FLT, I REQUESTED AND RECEIVED DEP FROM INTXN RWY 8. THE CAPT AFTER BEING CLRED ONTO THE RWY AND FOR TKOF, AFTER BEFORE TKOF CHECKLIST WAS COMPLETE, THE CAPT SAID I WILL TAKE FULL RESPONSIBILITY. HE THEN SET THE FLAPS TO 40 DEG (FULL) APPLIED FULL POWER AND MADE A SHORT FIELD 'STOL' TKOF. THIS DEP WAS NOTED BY THE TWR WHO INFORMED COMPANY. AS WE IMMEDIATELY STARTED TO TAKE OFF I ASSUMED MY FULL F/O RESPONSIBILITIES DURING THIS CRITICAL PHASE OF FLT TO INSURE THE SAFETY OF THE OPERATION AS BEST AS I COULD. WHY THE FAA IS INVOLVED I DO NOT KNOW ALTHOUGH THIS TYPE OF TKOF IS NOT RECOMMENDED UNDER COMPANY PROCS. WHILE THE STOL TKOF WAS A DELIBERATE ACT AND CONSEQUENTLY NOT COVERED UNDER THE PROVISIONS OF THE NASA REPORT THE F/O'S POSITION WAS NEITHER DELIBERATE NOR ONE OF APPROVAL. IN MANY CASES AS IN THIS ONE THE F/O'S ARE PUT INTO A DIFFICULT MIDDLE POSITION OF BEING NOT PIC, BUT A RESPONSIBLE PARTY OF SORTS. IN THIS CASE AN ATTEMPT TO PHYSICALLY STOP AN ACT WOULD HAVE BEEN TO FURTHER COMPROMISE THE SAFETY OF OPERATION.
