Narrative:
Departing kingsley field I was given a clearance to fly the kingsley three departure as filed. In the past I had always been given the kingsley three departure, fly runway heading. Since my clearance on this occasion did not include 'fly runway heading' I interpreted the departure to mean passing 4700', I was cleared as filed. Upon passing 4700' I began a right turn toward my initial navigation fix. Seattle center then notified me that I should not have turned. As I interpret the departure I am required to fly runway heading to 4700' at that point there are three possibilities: fly runway heading if directed by tower, fly the vector given by center, or lacking either of these, if cleared as filed proceed as filed toward the first fix. I have asked other pilots their interpretation and gotten mixed opinions. As of this writing I'm still not sure of the proper procedure. I suggest a rewording of the departure and a 1-800 number pilots can call to get answers to questions such as this or regulations.

Title: PLT OF LIGHT JET ACFT DEVIATES FROM THE PROVISIONS OF THE SID AT KLAMATH FALLS, OR.
Narrative: DEPARTING KINGSLEY FIELD I WAS GIVEN A CLRNC TO FLY THE KINGSLEY THREE DEP AS FILED. IN THE PAST I HAD ALWAYS BEEN GIVEN THE KINGSLEY THREE DEP, FLY RWY HDG. SINCE MY CLRNC ON THIS OCCASION DID NOT INCLUDE 'FLY RWY HDG' I INTERPRETED THE DEP TO MEAN PASSING 4700', I WAS CLRED AS FILED. UPON PASSING 4700' I BEGAN A RIGHT TURN TOWARD MY INITIAL NAVIGATION FIX. SEATTLE CENTER THEN NOTIFIED ME THAT I SHOULD NOT HAVE TURNED.
