Narrative:
We were cleared to land on runway 12 at miami int'l. While we were on the ILS approach at approximately 3 mi (and cleared to land) we heard tower clear a heavy jet (I think it was a widebody transport) for takeoff on runway 9L. The heavy took a moderate amount of time to start his takeoff roll so that he was applying full takeoff power just as we were crossing behind him in our landing. We got rocked real good by his jetwash when we were less than 100' AGL. Definitely an unsafe situation. Tower had warned us about the possibility of his jet wash causing turbulence. When we landed and told tower that we had gotten a good jolt they said that they hadn't expected the heavy to take so long to start its takeoff. They said that it was a situation that shouldn't happen but does every now and then. I think this should never be allowed to occur. It was a potentially hazardous situation. Let's change the procedure so this doesn't happen again!

Title: LGT LNDG ON RWY 12. WDB DEPARTING ON RWY 9. LGT CAUGHT IN JET WASH.
Narrative: WE WERE CLRED TO LAND ON RWY 12 AT MIAMI INT'L. WHILE WE WERE ON THE ILS APCH AT APPROX 3 MI (AND CLRED TO LAND) WE HEARD TWR CLEAR A HEAVY JET (I THINK IT WAS A WDB) FOR TKOF ON RWY 9L. THE HEAVY TOOK A MODERATE AMOUNT OF TIME TO START HIS TKOF ROLL SO THAT HE WAS APPLYING FULL TKOF POWER JUST AS WE WERE XING BEHIND HIM IN OUR LNDG. WE GOT ROCKED REAL GOOD BY HIS JETWASH WHEN WE WERE LESS THAN 100' AGL. DEFINITELY AN UNSAFE SITUATION. TWR HAD WARNED US ABOUT THE POSSIBILITY OF HIS JET WASH CAUSING TURBULENCE. WHEN WE LANDED AND TOLD TWR THAT WE HAD GOTTEN A GOOD JOLT THEY SAID THAT THEY HADN'T EXPECTED THE HEAVY TO TAKE SO LONG TO START ITS TKOF. THEY SAID THAT IT WAS A SITUATION THAT SHOULDN'T HAPPEN BUT DOES EVERY NOW AND THEN. I THINK THIS SHOULD NEVER BE ALLOWED TO OCCUR. IT WAS A POTENTIALLY HAZARDOUS SITUATION. LET'S CHANGE THE PROC SO THIS DOESN'T HAPPEN AGAIN!
