Narrative:
Electrical failure. Lost radio communication with approach control. Radar went blank. Checked circuit breakers. VOR rapid fluctuation. LORAN out. In the clouds before final approach fix. Uncertain whether electrical failure occurred before or after final approach fix. At 1000' to 500' dropped gear switch and flaps. No green light. Pressed to test, no light. I thought I heard the gear motor. Storm level 3-5 east of field. Uncertain as to traffic west of field. Had just left area of thunderstorms. At 200' hoping a total light failure and hoping gear down. A wheels up landing was executed. Immediately prior or at touchdown a large quantity of white smoke billowed from the instrument panel. Fireman disconnected battery. Damage to aircraft slight. No injuries.
