Narrative:

2 aircraft got somewhat close on departure from 2 different airports. The departure procedures off each airport conflict with each other. The pomona VOR was out of service at the time, increasing workload and altering departure procedures. No evasive action was taken. By the time it was observed on radar the 2 aircraft were already less than 1 mile and 2 hundred feet vertically apart. Both aircraft were released on converging courses without insuring separation. Perhaps as well, with the VOR being out of service, it would be wise to slow down the pace of traffic somewhat.

Title: TWO IFR ACFT DEPARTING DIFFERENT ARPTS CAME IN CLOSE PROX TO EACH OTHER.

Narrative: 2 ACFT GOT SOMEWHAT CLOSE ON DEP FROM 2 DIFFERENT ARPTS. THE DEP PROCS OFF EACH ARPT CONFLICT WITH EACH OTHER. THE POMONA VOR WAS OUT OF SERVICE AT THE TIME, INCREASING WORKLOAD AND ALTERING DEP PROCS. NO EVASIVE ACTION WAS TAKEN. BY THE TIME IT WAS OBSERVED ON RADAR THE 2 ACFT WERE ALREADY LESS THAN 1 MILE AND 2 HUNDRED FEET VERTICALLY APART. BOTH ACFT WERE RELEASED ON CONVERGING COURSES WITHOUT INSURING SEPARATION. PERHAPS AS WELL, WITH THE VOR BEING OUT OF SERVICE, IT WOULD BE WISE TO SLOW DOWN THE PACE OF TFC SOMEWHAT.
