Narrative:

At approximately XX55 local in 5/90, nqx called eyw with an approved request (appreq). As I answered the phone line I noticed an fgt northeast of the field heading west. (Nqx lies 2.5 mi east of eyw.) I advised nqx tower that I had the fgt in sight and asked what was his intention. As she was requesting an extended left downwind to runway 7 at nqx, the fgt turned left base to runway 7 at nqx and was heading for the small aircraft that was on the upwind off runway 9 at eyw. I told the nqx controller of the traffic and at the same time the eyw tower controller told the small aircraft of the fgt traffic. The small aircraft did an early right crosswind turn as the fgt turned final to runway 7 at nqx, just missing the small aircraft by a couple of hundred ft. I don't believe this was nqx tower's fault. They tried to coordinate an extended downwind when they noticed the pilot extending on its own. The fgt pilot should have known that he couldn't go into eyw airspace west/O prior approval.

Title: ACFT PENETRATED THE ATA OF A NEARBY ARPT AND CAME CLOSE TO A DEPARTING ACFT.

Narrative: AT APPROX XX55 LCL IN 5/90, NQX CALLED EYW WITH AN APPROVED REQUEST (APPREQ). AS I ANSWERED THE PHONE LINE I NOTICED AN FGT NE OF THE FIELD HDG W. (NQX LIES 2.5 MI E OF EYW.) I ADVISED NQX TWR THAT I HAD THE FGT IN SIGHT AND ASKED WHAT WAS HIS INTENTION. AS SHE WAS REQUESTING AN EXTENDED LEFT DOWNWIND TO RWY 7 AT NQX, THE FGT TURNED LEFT BASE TO RWY 7 AT NQX AND WAS HDG FOR THE SMA THAT WAS ON THE UPWIND OFF RWY 9 AT EYW. I TOLD THE NQX CTLR OF THE TFC AND AT THE SAME TIME THE EYW TWR CTLR TOLD THE SMA OF THE FGT TFC. THE SMA DID AN EARLY RIGHT XWIND TURN AS THE FGT TURNED FINAL TO RWY 7 AT NQX, JUST MISSING THE SMA BY A COUPLE OF HUNDRED FT. I DON'T BELIEVE THIS WAS NQX TWR'S FAULT. THEY TRIED TO COORDINATE AN EXTENDED DOWNWIND WHEN THEY NOTICED THE PLT EXTENDING ON ITS OWN. THE FGT PLT SHOULD HAVE KNOWN THAT HE COULDN'T GO INTO EYW AIRSPACE W/O PRIOR APPROVAL.
